"Die Arbeit geht der Frage nach, ob sich in China eine Zivilgesellschaft in der Entstehung befindet. Die Autorinnen und Autoren widmen sich hierfür einer Reihe politischer und sozialer Entwicklungen und Phänomene, die auf ein sich änderndes Beziehungsgefüge zwischen Staat und Gesellschaft hindeuten. The article analyzes one of the directions of the European Union strategic communications aimed at debunking fakes and disinformation. Strategic communications belong to the innovative tools of the EU foreign policy, aimed at interaction in the format of both strategic partnership with international actors and regional cooperation with European countries. The East Stratcom Task Force has been created precisely for the East Neighborhood countries to cooperate with the East Europe states and to better inform on the EU in these countries. The Task Force analysts see their mission in explaining and promoting the European Union's policy in the Eastern Neighborhood, as well as correcting disinformation. The Task Force reports and analyzes the trends of disinformation, explains and debunks disinformation messages and raises awareness of disinformation produced by the Russian Federation and Russian-language media.EUvsDisinfo is the publicly available international disinformation database which provides weekly reviews of the Task Force and presents analytical articles on this issue. In particular, analytical materials emphasize that the Kremlin campaign for disinformation uses diversification of channels, messages depending on the target audience. However, all messages have a common goal that is to weaken the West, discrediting the idea of European integration, and to strengthen the Kremlin, promoting the convictions and values of the Russian Federation.Disinformation is used by the Kremlin as a means of acquiring power in both Russian and foreign policy. The Task Force analysts conduct a comprehensive analysis of disinformation messages and demonstrate that disinformation cannot only be a way of intimidating and demonstrating power; it can also be ridiculous, mischievous, when its creators, trying to mislead the audience, are mistaken and exposed.Being aware of the acuteness of the disinformation threats, the European Commission has set up a high-level group of experts whose mission is to provide advice on policy initiatives to counteract false news and disinformation online. ; У статті проаналізовано один із напрямів стратегічних комунікацій Європейського Союзу, який зорієнтований на розвінчування фейків й боротьбу з дезінформацією. Стратегічні комунікації належать до інноваційних інструментів зовнішньополітичної діяльності ЄС, що спрямовані на взаємодію у форматі як стратегічного партнерства з міжнародними акторами, так і для регіонального співробітництва з європейськими країнами. The US Strategic Command appears to be backing away from a September 2014 estimate that maintaining and modernizing the US nuclear arsenal will require close to 10% of the Defense Department budget for a period of time. Adm. Cecil Haney, who has led STRATCOM since November 2013, made the estimate in a letter to Rep. Mike Rogers, the chairman of the House Armed Services Strategic Forces Subcommittee. In the letter, Haney says the Defense Department currently spends 2.5% of its budget on nuclear forces but that current plans to rebuild US nuclear-armed missiles, submarines, and bombers and the associated nuclear warheads and supporting infrastructure for these weapons will cause this ratio to quadruple in the future. The article highlights the issue of the impact of post-truth on political processes in the European Union and the importance of combating this phenomenon. The emergence of such phenomena as fake news, alternative facts and the populism of the new wave, have led to a new pressing problem for most modern democracies in the Western world. They emphasized the conceptual shift within social trends and processes that led to the creation of a post-truth world. The main characteristics of such phenomena can be described as the transition from evidential, normative and factual discourse to emotional, post factual and populist. The purpose of the article is to review the features of the EU in the post-truth era and to analyze the activities of the East Strat Task Force. The article considers the concept of post-truth, characterizes the specifics of the spread of fake news. In this context, changes in European policy at the supranational level have become particularly important. The threat of an information attack by the Russian Federation has forced the EU to consider in detail a number of mechanisms to overcome the negative effects of fake news and disinformation. Meanwhile, the basic idea of how to deal with the phenomenon of post-truth is based on the principle of social sustainability and improvement of media literacy. The author considers the initiatives of European structures, in particular the creation of the East StratCom Task Force to counteract the external destructive information influence of the Russian Federation on socio-political processes. Particular attention is paid to the institutional development, achievements, challenges and prospects of the East StratCom Task Force (ESTF). As a result of the study, practical recommendations were presented to counteract and prevent the spread of disinformation. ; Стаття актуалізує питання впливу постправди на політичні процеси в Європейському Союзі та важливості боротьби з цим явищем. Поява таких явищ, як фейкові новини, альтернативні факти та популізм нової хвилі, призвела до нової актуальної проблеми для більшості сучасних демократій західного світу. Вони наголосили на концептуальному зрушенні всередині соціальних тенденцій та процесів, що призвело до створення світу постправди. Основні характеристики таких явищ можна описати як перехід від доказового, нормативного та фактичного дискурсу до емоційного, постфактичного та популістичного. У статті зроблений огляд особливостей функціонування ЄС в епоху постправди та аналіз діяльності East Strat Task Force. Розглянуто поняття «постправда», схарактеризовано специфіку розповсюдження фейкових новин. У цьому контексті зміни в європейській політиці на наднаціональному рівні стали особливо важливими. Загроза інформаційної атаки з боку Російської Федерації змусила ЄС детально розглянути низку механізмів подолання негативних наслідків фейкових новин та дезінформації. Тим часом основна ідея того, як боротися з феноменом постправди, ґрунтується на принципі соціальної стійкості та удосконалення медіаграмотності. Автором розглядаються ініціативи європейських структур, зокрема створення East StratCom Task Force для протидії зовнішньому деструктивному інформаційному впливу Російської Федерації на соціально-політичні процеси. Особливу увагу приділено інституційному розвиткові, здобуткам, проблемам і перспективам East StratCom Task Force (ESTF). Представлені практичні рекомендації для протидії та запобігання розповсюдженню дезінформації.

How to assess the strategic adjustment of international organisations? The article combines recent advances in the study of grand strategy and studies in institutional adaptation to explain NATO's and European Union's responses to current Russian revisionism. Selecting specific cases of NATO's Very High Readiness Joint Task Force (VJTF) and EU's East StratCom Task Force, it analyses the innovativeness, scope and cohesiveness of these measures in the context of broader strategic readjustments. The conclusions pit the Alliance's gradual but more robust strategic renovation against the Union's more radical but limited and possibly fractious strategic breakthrough.
